PROJECTS
A key element of successful IRWM planning is the identification of implementation projects to achieve specific IRWM Plan goals and objectives. Stakeholders are encouraged to submit implementation project proposals that they would like to have considered for inclusion in the San Diego IRWM Plan Update and funding applications. A link to the online project database which houses San Diego Region implementation projects is provided below. Project proposals received will augment, rather than replace, those already identified in previous solicitations. All projects that are consistent with one or more of the IRWM Plan objectives will be considered for inclusion in the IRWM Plan. As of the 2019 San Diego IRWM Plan Update, projects that meet Objective A, Objective B, and at least one other objective will be considered for funding opportunities.

Project Database
Stakeholders may submit water management projects using the online project database. The interactive database allows local project sponsors to log-in and add, revise, and submit their project information, as well as view all other submitted projects. The online project database is always open for submittal of new and revised water management projects. As funding opportunities arise, interim deadlines will be announced through the stakeholder email list (contact: Sally Johnson).

San Diego IRWM Project Database
Eligible projects must contribute to the IRWM Plan objectives and provide multiple water resource benefits. Chapter 2 of the 2013 IRWM Plan outlines San Diego's regional objectives, which include supply reliability, water quality improvement, and protection of natural resources. New projects added to the online project database will augment the original project list in the adopted IRWM Plan. Projects submitted to the database for consideration prior to adoption of the 2013 IRWM Plan in September 2013 were evaluated using the process outlined in the 2007 IRWM Plan, avaliable here.

All projects submitted in the 2007 IRWM Plan, for Proposition 84-Round 1 (in 2010), Proposition 84-Round 2 (in 2012), Proposition 1E-Round 1 (in 2011), Proposition 1E-Round 2 (in 2012), for Proposition 84 's Drought Relief round (2014), Proposition 84-Round 4 (2015), for Proposition 1 DACI (2017) or for Propostion 1-Round 1 (2019), for Urban and Multibenefit Drought Relief Grant (2021), and Proposition1-Round 2 (2022) grant applications are listed in the online project database. If you would like to edit and re-submit an old project, please contact Sally Johnson with the Project ID, Organization, and Project Title - she will transfer the project to your log-in account.

Project Ranking and Selection
The project scoring criteria in Chapter 9 of the 2019 IRWM Plan (see Table 9-1) is used to rank the submitted projects in numerical order. The top 50th percentile of projects is moved to Tier 1 and considered for the upcoming grant application(s), while the bottom 50th percentile is moved to Tier 2 and retained for consideration in future cycles. Further, the Regional Advisory Committee and the Regional Water Management Group may periodically refine the project scoring criteria to address changes in the IRWM grant application requirements or regional priorities.

Each of the Tier 1 projects is then reviewed to determine: 1) whether the project proponent requested that the project be considered for IRWM funding and 2) whether the project is consistent with the requirements and schedule of DWR's grant program guidelines.

Proposition 1 Round 2 Implementation Grant Project Ranking
A total of 12 projects were submitted for the second round of Proposition 1. Once the call for projects closed on May 13, 2022, the submitted projects were scored with an updated Project Scoring Criteria that reflected the specific requirements of the funding solicitation and the Region’s priorities, as approved by the RAC. Project tiering followed a revised process for Round 2 that addressed equity concerns and was designed to better support projects from underrepresented community project sponsors. The Project Selection Workgroup met four times in May and June 2022 to review the details of the submitted projects, conduct project interviews, and identify a $16 million package containing six priority projects to be submitted for the second round of Proposition 1 funding. This package was submitted to DWR in August 2022.

Urban and Multibenefit Drought Relief Grant Project Ranking
A set side of at least $50 million was available through the Urban and Multibenefit Drought Relief Grant Program to support underrepresented communities and Native American Tribes. For this round of funding, approximately $5 million was available to the San Diego Funding Area. The San Diego IRWM Region was allocated $4,382,332 to fund drought relief projects and grant administration, while the remaining $617,668 was allocated to the South Orange County IRWM Region. Due to the accelerated timeline of the Urban and Multibenefit Grant Relief Program, the San Diego IRWM's project selection process was streamlined. The Call for Projects was short, and projects were not scored and tiered since only five projects were submitted. Once the call for projects closed on November 14, 2021, the Project Selection Workgroup convened twice to review the details of the submitted projects, conduct project interviews, and identify a package containing four priority packages to be submitted for the San Diego Funding Area’s application. This package was submitted to DWR in January 2022.

Urban and Multibenefit Drought Relief Grant Program Project Selection Workgroup

Proposition 1 Round 1 Implementation Grant Project Ranking
A total of 18 projects were submitted for the first round of Proposition 1. Once the call for projects closed on January 11 2019, the submitted projects were scored with an updated Project Scoring Criteria that reflected the specific requirements of the funding solicitation and the Region's priorities, as approved by the RAC. Projects were grouped into tiers, and Tier 1 list of projects was considered by the Project Selection Workgroup. The Workgroup met five times in June, July, and August 2019 to review the details of the submitted projects, conduct project interviews, and identify a $15.3 million package containing 7 priority projects to be submitted for the first round of Proposition 1 funding. This package was submitted to DWR in December 2019.

Proposition 1 - Disadvantaged Community Involvement Grant Project Ranking
The Proposition 1 Disadvantaged Community (DAC) Involvement Grant was made available for planning and involvement activities targeting DACs, Economically Distressed Areas (EDA), and Underrepresented Communities (URC). The San Diego IRWM Region elected to prioritize planning projects that included project development acitivites that would lead to competitve, fundable projects that could leverage implementation funding. A total of 22 projects were submitted for consideration in this grant application. Once the call for projects closed on May 18, 2016 the submitted projects were scored with updated Project Scoring Criteria that reflected the specific requirements of the funding solicitation and the Region's priorities, as approved by the RAC. Projects were grouped into tiers, and Tier 1 list of projects was considered by the Project Selection Workgroup. The Workgroup met six times in June and July 2016 to review the details of the submitted projects, conduct project interviews, and identify a $4.6 million package containing 8 priority planning and involvement projects targeting DACs, EDAs, and URCs. These projects are anticipated to be submitted to DWR in November 2016.

    Proposition 84-Round 4 Project Ranking
    A total of 31 projects were submitted for the Final Round of Proposition 84 Implementation Funding. Once the call for projects closed on April 22, 2015 the submitted projects were scored with updated Project Scoring Criteria that reflected the specific requirements of the funding solicitation and the Region's priorities, as approved by the RAC. Projects were grouped into tiers, and Tier 1 list of projects was considered by the Project Selection Workgroup. The Workgroup met six times in May 2015 to review the details of the submitted projects, conduct project interviews, and identify a $31 million package containing 13 priority projects to be submitted for the final round of Proposition 84 funding. This package was submitted to DWR in August 2015.

    Proposition 84-Drought Relief Project Ranking
    A total of 12 projects were submitted for the Drought Relief round of Proposition 84 Implementation Funding. Once the call for projects closed on April 30, 2014 the submitted projects were scored with updated Project Scoring Criteria that reflected the specific requirements of the funding solicitation and the Region's priorities, as approved by the RAC. Due to the nature of the funding solicitation with its emphasis on drought relief that could be implemented on an expedited timeline, and the small number of projects that were submitted for consideration, projects were not grouped into tiers, and the entire list of projects was considered by the Project Selection Workgroup. The Workgroup met four times in May 2014 to review the details of the submitted projects, and identify a $15 million package of projects to be submitted for the drought relief funding. This package was submitted to DWR in July 2014.

    Proposition 84-Round 2 Project Ranking
    A total of 36 projects were submitted and considered for the Region's Proposition 84-Round 2 Implementation Grant Proposal. Once the Round 2 Call for Projects ended on October 19, 2012 the submitted projects were scored with updated Project Scoring Criteria approved by the Regional Advisory Committee. The entire list of projects submitted to the online project database was evaluated by the Proposition 84-Round 2 Project Selection Workgroup (a RAC Workgroup). The Workgroup met five times in November 2012 to review the details of the submitted projects and identify a $9.91M package of projects to be submitted for Proposition 84 Round 2 funding. This package of seven projects was submitted to DWR in March 2013. For more information regarding the Project Selection Workgroup's evaluation process, please refer to the following presentation.     Proposition 84-Round 1 Project Ranking
    A total of 54 projects were submitted and considered for the Region's Proposition 84-Round 1 Implementation Grant Proposal. Once the current Call for Projects ended on August 2, 2010, the submitted projects were scored and tiered as described above.
