2013 IRWM PLAN UPDATE: WORKGROUPS

Governance & Financing Workgroup
The Governance & Financing Workgroup was established to provide input on governance issues related to the San Diego IRWM Program. Workgroup objectives include the following:

• Examine expansion of funding sources for the San Diego IRWM Program
• Develop RAC charter, including membership guidelines, definition of "consensus", and potential voting rules

Priorities & Metrics Workgroup
The Priorities & Metrics Workgroup was established to provide input on the IRWM Plan Update goals, objectives, targets, metrics, and priorities, as well as project integration and prioritization. Workgroup objectives include the following:

• Refine IRWM Program vision, mission, goals, and objectives
• Develop a recommended list of Plan metrics that describes the Region's targets
• Address how the IRWM Program will obtain the data needed to measure progress toward implementation of the Plan
• Develop recommendations for prioritization of program objectives, project-prioritization criteria, and funding application prioritization
• Develop a strategy that will provide planning opportunities for integration of projects prior to future "calls for projects" when funding opportunities arise

Regulatory Workgroup

• Identify issues affecting RWQCB regulation and water resources management
• Identify IRWM Program needs/activities and how those relate to RWQCB needs/activities
• Identify and prioritize IRWM/RWQCB collaborative opportunities

Climate Change Workgroup
NEW: Download the Climate Change Report Here! The Climate Change Workgroup was established to provide input on how to incorporate climate change considerations into the Plan Update. Workgroup objectives include the following:

• Summarize available information on climate change for the Region
• Prioritize water-related vulnerabilities to climate change
• Prioritize strategies to mitigate/adapt given climate change impacts
• Clarify climate change in project evaluation/prioritization process

Land Use Planning Workshops
NEW: Download the Land Use Report Here! The Land Use Planning Workshops were held to increase collaboration between water managers and land planners within the Region. Workshop objectives include the following:

• Define current relationships between land use and water managers in the San Diego Region
• Identify issues and opportunities related to water resources and land management
• Identify methods to increase collaboration and coordination between land planners and water managers

Integrated Flood Management Workshops
NEW: Download the Flood Management Report Here! The Integrated Flood Management Workshops were held to provide input on how to implement integrated flood management within the Region. Integrated flood management involves a watershed approach which allows for flood control strategies that can address "beneficial uses" as well as watershed functions. Workshop objectives include the following:

• Develop inventory and assessment of the flood management programs
• Develop guidance framework for regional collaborative planning of watershed and flood risk management
• Develop alternative integrated strategies appropriate for the Region
